The opposition at Yangon Regional Parliament submitted a motion to the Yangon Regional Parliament to impeach U Phyo Min Thein, Chief Minister of Yangon. But it was rejected with a majority of the vote-77 against 25 votes at the emergency parliament session called to hear the case today.
The motion submitted by 32 lawmakers to the regional parliament includes allegations such as implementing a New City Project and buying buses without the parliament’s knowledge. He is also accused of violating the state ban on mass gathering amid the COVID-19 pandemic by attending a religious event in late May, and causing mass gathering when supplying essential commodities to people in Hlaing Thar Yar Township.
However, the investigation body formed by the Regional Parliament concluded that the accusations are not plausible. U Phyo Min Thein argued that the previous parliament had approved the New City Project, and he continued to implement it. For the buses, he is not responsible, he argued, for a public company borrowing money from a bank.
According to Article 263 (e) of the Constitution, a charge of impeachment needs not less than two-thirds of the total number of representatives of the parliament concerned to vote out a Regional or State Chief Minister.
According to the company’s website, the New Yangon Development Company Limited (NYDC), established to undertake the development of the New Yangon City and wholly owned by the Yangon Regional Government, will develop 90 square km of land west of central Yangon across from Kyeemyindaing as a Phase I into an urban industrial district that will initiate the creation of 2 million jobs.

လွှတ်တော် ကိုယ်စားလှယ် ၃၂ ဦးက တင်သွင်းသည့် ယင်းအဆိုတွင် ရန်ကုန်တိုင်းဝန်ကြီးချုပ်သည် လွှတ်တော်၏ သဘောထားကို ရယူခြင်းမရှိဘဲ ရန်ကုန်မြို့သစ်စီမံကိန်းကို အကောင်အထည်ဖော်ခဲ့သကဲ့သို့ ဘတ်စ်ကားများဝယ်ယူရန် ချေးငွေများရယူခဲ့သည်ဟု စွပ်စွဲထားသည်။ ထို့အပြင် မေလနှောင်းပိုင်းက ဘာသာရေးအခမ်းအနားသို့ တက်ရောက်ခြင်း၊ လှိုင်သာယာတွင် ပြည်သူများအား အခြေခံ စားသောက်ကုန် ပေးဝေရာတွင် လူစုလူဝေးပေါ်ပေါက်စေခဲ့ခြင်းတို့ကြောင့် ကိုဗစ်−၁၉ ကာကွယ်ရန် အစိုးရက ချမှတ်ထားသော လူစုလူဝေးမလုပ်ရဟူသော အမိန့်ကို ချိုးဖောက်ကြောင်း စွပ်စွဲပြစ်တင်ထားသည်။
သို့သော် တိုင်းဒေသကြီး လွှတ်တော်က ဖွဲ့စည်းခဲ့သည့် စုံစမ်းစစ်ဆေးရေးအဖွဲ့ကလည်း အဆိုပါ စွပ်စွဲမှုများ မမှန်ကန်ကြောင်း အစီရင်ခဲ့သည်။ ဦးဖြိုးမင်းသိမ်းကတော့ မြို့သစ်စီမံကိန်းမှာ ယခင်လွှတ်တော်က အတည်ပြုထားခဲ့ပြီးဖြစ်ကာ ၎င်းအနေဖြင့် အတည်ပြုပြီးသား စီမံကိန်းကို ဆက်လက်အကောင်အထည်ဖော်ခြင်းဖြစ်သည်ဟု ဆိုသည်။ ထို့အပြင် ဘတ်စ်ကားကိစ္စတွင်လည်း အများပိုင်ကုမ္ပဏီက ပုဂ္ဂလိက ဘဏ်ထံမှ ချေးငွေရယူခြင်းအပေါ် ၎င်းတွင် တာဝန်မရှိဟု ငြင်းချက်ထုတ်သည်။
ဖွဲ့စည်းပုံအခြေခံဥပဒေပုဒ်မ၂၆၃ (င)အရ တိုင်းဒေသကြီး သို့မဟုတ် ပြည်နယ်ဝန်ကြီးချုပ်ကို စွပ်စွဲပြစ်တင်ရာတွင် လွှတ်တော်ကိုယ်စားလှယ် စုစုပေါင်း၏ သုံးပုံ နှစ်ပုံထက်မနည်းသော အရေအတွက်က ထောက်ခံမဲပေးရန်လိုသည်ဟု ဖော်ပြထားသည်။
မြို့သစ်စီမံကိန်းကို အကောင်အထည်ဖော်နေသော the New Yangon Development Company Limited (NYDC) ၏ ဝက်ဘ်ဆိုဒ်တွင် ဖော်ပြချက်အရ မြို့သစ်စီမံကိန်းကို အကောင်အထည်ဖော်ရန် တည်ထောင်ထားသော ရန်ကုန်တိုင်းအစိုးရက ပိုင်သည့် ယင်းကုမ္ပဏီသည် ရန်ကုန်မြို့၏ အနောက်ဘက် စတုရန်ကီလိုမီတာ ၉၀ ရှိသော မြေပေါ်တွင် စက်မှုအခြေပြု မြို့သစ်တစ်ခု တည်ဆောက်သွားမည်ဖြစ်ကာ အလုပ်အကိုင်ပေါင်း နှစ်သန်း ဖန်တီးပေးနိုင်မည်ဟု ခန့်မှန်းထားသည်။
