The Ministry of Natural Resources and Environmental Conservation has put on hold the application of Thai-owned company Myanmar Pongpipat to renew its license to operate Heinda Tin Mine in Tanintharyi Region, citing the company’s failure to prevent environmental damages. The Ministry will be closely monitoring Myanmar Pongpipat’s environmental efforts before deciding whether to extend its license.
“We have not approved application for a third five-year license extension by Myanmar Pongpipat, as the company only focuses on mining and neglects environmental impact. We will continue the process in accordance with remarks from related government agencies. We are inspecting progress at Heinda Tin Mine. But we do not have any immediate plan to invite Expressions of Interest from interested investors,” said Dr. Ye Myint Swe, Deputy Minister of Natural Resources and Environmental Conservation, at the Amyotha Hluttaw, the upper house of parliament, on November 7.
Myanmar Pongpipat was granted a 10-year license to operate a large-scale mining project at Heinda from 1999-2009. The license has been extended twice, for 2009-2014 and 2014-2019. The mining operations cover 2,110 acres of land, and from 1999 to 2019, the company has extracted 8,575.0878 metric tons of tin ore, according to the minister.
Anglo-Burma Tin first conducted tin reserve exploration in 1935. From 1928 to 1998, the mine produced 17,541.1634 metric tons of tin ore.
Channel News Asia reported on April 5 that Thailand’s National Human Rights Commission (NHRC) had opened an official enquiry into alleged human rights violations at the Heinda mine. A delegation led by NHRC commissioner Tuenjai Deetes visited the area in early 2017 to gather information about the mine.

“ ျမန္မာ ပြန္ပီပက္ ကုမၸဏီ၏ တတိယအႀကိမ္ သက္တမ္းတိုး ၅ ႏွစ္တင္ျပျခင္းအေပၚ မွာဆိုရင္ ကုမၸဏီ အေနနဲ႔ သတၱဳထြက္ရွိေရးကိုသာ ဦးစားေပးေဆာင္႐ြက္ခဲ့ၿပီး သဘာဝပါတ္ဝန္းက်င္ ထိန္းသိမ္းေရးကို အေလးထား ေဆာင္႐ြက္ျခင္း မရွိတာေၾကာင့္ သက္တမ္းတိုးျမင့္ျခင္း မျပဳေသးပဲနဲ႔ ဆက္စပ္ဌာန အသီးသီးရဲ႕ သေဘာထားမွတ္ခ်က္ေတြအေပၚမွာ စိစစ္ၿပီး ေဆာင္႐ြက္သြားမွာ ျဖစ္ပါတယ္။ ဟိႏၵားသတၱဳတြင္း ရဲ႕ သတၱဳျဖစ္ထြန္းမွႈ လက္က်န္ကို စိစစ္ေဆာင္႐ြက္လွ်က္ရွိေနၿပီး ဟိႏၵားသတၱဳတြင္း ကိုစိတ္ဝင္စားတဲ့ လုပ္ငန္းရွင္ေတြကိုေတာ့ (EOI) Expression of Interest အသစ္ ထပ္မံေခၚယူဖို႔ေတာ့ မရွိေသးပါဘူး” ဟု သယံဇာတႏွင့္ သဘာဝပတ္ဝန္းက်င္ ထိန္းသိမ္းေရးဝန္ႀကီးဌာန ဒုတိယ ဝန္ႀကီး ေဒါက္တာရဲျမင့္ေဆြက ႏိုဝင္ဘာလ ၇ ရက္ေန႔တြင္ ျပဳလုပ္ေသာ အမ်ိဳးသား လႊတ္ေတာ္အစည္းေဝးတြင္ ေျပာသည္။
ျမန္မာ ပြန္ပီပက္ ကုမၸဏီလီမိတက္သည္ ဟိႏၵား သတၱဳတြင္းရွိ ခဲမျဖဴအႀကီးစား ထုတ္လုပ္မွႈလုပ္ငန္းကို ၁၉၉၉ ခုႏွစ္မွ ၂၀၁၉ ခုႏွစ္အထိ မူလ သက္တမ္း ၁၀ ႏွစ္ ၊ ၂၀၀၉ မွ ၂၀၁၄ အထိ ကို ပတမ အႀကိမ္ သက္တမ္းတိုး (၅) ႏွစ္ ၊ ၂၀၁၄ မွ ၂၀၁၉ အထိကို ဒုတိယအႀကိမ္ သက္တမ္းတိုး (၅) ႏွစ္ေဆာင္႐ြက္ခဲ့ၿပီး လက္ရွိတြင္ ၂၀၁၉ မွ ၂၀၂၄ အထိ တတိယအႀကိမ္ သက္တမ္းတိုး (၅) ႏွစ္ ရရွိရန္ ေဆာင္႐ြက္ေနျခင္းျဖစ္သည္။
ကုမၸဏီသည္ လုပ္ငန္း စတင္သည့္ ၁၉၉၉ မွ ၂၀၁၉ အထိ ထုတ္လုပ္ခဲ့ေသာ သတၱဳတန္ခ်ိန္ စုစုေပါင္းမွာ မက္ထရစ္တန္ ၈၅၇၅ ဒသမ ၀၈၇၈ တန္ ရွိေၾကာင္း ဒုတိယ ဝန္ႀကီး ေဒါက္တာရဲျမင့္ေဆြက ေျပာသည္။
တနသၤာရီတိုင္းေဒသႀကီး အတြင္း ရွိ ဟိႏၵားသတၱဳတြင္း ၌ ျမန္မာ ပြန္ပီပက္ ကုမၼဏီလီမိတက္သည္ ခဲမျဖဴ သတၱဳအႀကီးစားတူးေဖာ္ထုတ္လုပ္ခြင့္ကို ဧက (၂၁၁၀) တြင္ လုပ္ကိုင္ခြင့္ရရွိခဲ့ျခင္းျဖစ္သည္။ ဟိႏၵား ခဲမျဖဴသိုက္၏ စမ္းသပ္တိုင္းတာမူမ်ားကို ၁၉၃၄ ခုႏွစ္တြင္ Anglo – Burma Tin Co,Ltd မွ တိုင္းတာမွႈမ်ား ေဆာင္႐ြက္ခဲ့ကာ ယင္းသတၱဳတြင္းတြင္ ၁၉၂၈ ခုႏွစ္မွ ၁၉၉၈ ခုႏွစ္အထိ ခဲမျဖဴထုတ္လုပ္မွႈပမာဏမွာ စုစုေပါင္း မက္ထရစ္တန္ ၁၇၅၄၁ ဒသမ ၁၆၃၄ တန္ျဖစ္ေၾကာင္း ဝန္ႀကီးကေျပာသည္။
