တရုတ်နိုင်ငံသို့ ဆန်နှင့် ဆန်ကွဲတင်ပို့ရာတွင် တရုတ်နိုင်ငံ၏ အပင်ပိုးမွှားရောဂါကာကွယ်ထိန်းချုပ်ခြင်းဆိုင်ရာ ဥပဒေနှင့် နည်းဥပဒေများကို လိုက်နာရန်နှင့် ထိန်းချုပ်ဖျက်ပိုးကင်းရှင်းရန် မြန်မာနိုင်ငံဆန်စပါးအသင်းချုပ်နှင့် ဆန်စပါးကုန်စည်ဒိုင်(မူဆယ်)၊ဆန်စပါးကုန်သည်အသင်း(မန္တလေး)တို့ ပူးတွဲထုတ်ပြန်လိုက်သည်။
ယင်းသို့ နယ်စပ်လမ်းကြောင်းမှ တရုတ်သို့ ဆန်တင်ပို့ရာတွင် ကုန်သွယ်ရောင်းဝယ်ရေးအတွက် နှစ်နိုင်ငံချုပ်ဆို ထားသည့် စာချုပ်များ၊ လုပ်ထုံးလုပ်နည်းများနှင့်အညီ စနစ်တကျလုပ်ဆောင်ရန် အဆိုပါ ထုတ်ပြန်ချက်တွင် ရေးသားထားသည်။
လက်ရှိတွင် တရုတ်သို့ဆန်တင်ပို့မည့် ကုမ္ပဏီ (၄၃) ခု၏ အချက်အလက်များကို စိစစ်ပေးရန် တရုတ်သို့ ပို့ထားပြီး ၂၀၁၄ ခုနှစ်တွင် တရုတ်မှတင်ပို့ခွင့်ပြုထားသည့် ကုမ္ပဏီ ၁၁ ခုအား ကနဦးဆန်တင်ပို့ရန် သဘောတူထားကြောင်း ယင်းထုတ်ပြန်ချက်တွင် ဖော်ပြထားသည်။
လတ်တလောတွင် ကုမ္ပဏီ (၄၃) ခုမှ ရန်ကုန်တိုင်းဒေသကြီးတွင် (၃၃)ရုံ၊ ဧရာဝတီတိုင်းဒေသကြီးတွင် ၂၆ ရုံ၊ပဲခူးတိုင်းဒေသကြီး ၁၂ ရုံ၊မန္တလေးတိုင်း ၃ ရုံ၊နေပြည်တော် ၃ ရုံ၊ စစ်ကိုင်းတိုင်းဒေသကြီး ၁ ရုံနှင့် မကွေးတိုင်းဒေသကြီး ၁ ရုံတို့ကို တရုတ်သို့တင်ပို့ရန် ဆန်စက်၊သိုလှောင်ရုံများအဖြစ်အသုံးပြုရန် တင်ပြထားပြီး တရုတ်နိုင်ငံမှ စစ်ဆေးပြီးမှသာတင်ပို့နိုင်မည်ဖြစ်သည်။
ထိုပြင် မူဆယ်သို့ ရောက်ရှိနေသည့် ဆန်နှင့်ဆန်ကွဲများကို တရုတ်နိုင်ငံ၏ ဆန်စပါးသတ်မှတ်ချက်ဖြစ်သည့် CCIC စစ်ဆေးမှုနှင့်ပိုးသတ်မှိုင်းတိုက်မှုများပြုလုပ်ပြီးပါက Phytosanitary Certificate အား ကုမ္ပဏီ ၁၁ ခုအားထုတ်ပေးသွားမည်ဖြစ်ကြောင်း သိရသည်။
ယင်းပြင် မေလအတွက် နယ်စပ်လမ်းကြောင်းမှ ဆန်တင်ပို့ရန် ပို့ကုန်လိုင်စင်လျှောက်ထားသည့် ကုမ္ပဏီများ သည် နယ်စပ်လမ်းကြောင်းဖြင့် တင်ပို့ရန် ခက်ခဲပါက ပင်လယ်ရေကြောင်းမှ တင်ပို့နိုင်ရန် စီးပွားရေးနှင့် ကူးသန်းရောင်းဝယ်ရေးဝန်ကြီးဌာနနှင့် မြန်မာနိုင်ငံဆန်စပါးအသင်းချုပ်တို့ ညှိနိုင်းသွားမည်ဖြစ်ကြောင်း သိရသည်။
ထိုပြင် တရုတ်သို့ ဆန်တင်ပို့ရာတွင် ပြုပြင်သန့်စင်သိုလှောင်သည့် သိုလှောင်ရုံ၊ဆန်စက်နှင့် တင်ပို့သည့်ကုမ္ပဏီ တို့သည့် တရုတ်မှ အတည်ပြုလက်ခံသည့် သိုလှောင်ရုံ၊ ဆန်စက်နှင့် ကုမ္ပဏီတို့သာ တင်ပို့ခွင့်ရရှိမည်ဖြစ်ကြောင်း သိရသည်။
ဆန်စပါးဈေးကွက်တွင် ပြည်တွင်းစားသုံးမှုဖူလုံမှုအပြည့်အဝရှိကာ လိုအပ်ချက်ရှိပါက ရိက္ခာဖြန့်ဖြူးရန်အတွက် အရန်ဆန်ထားရှိနိုင်ခြင်းကြောင်း ၂၀၂၀ ခုနှစ်မေလတွင် ဆန်တန်ချိန် တစ်သိန်းခွဲကို ပြည်ပသို့ တင်ပို့မည်ဖြစ်သည်။
ယင်းသို့ တင်ပို့နိုင်ရန် စီးပွားရေးနှင့် ကူးသန်းရောင်းဝယ်ရေးဝန်ကြီးဌာနနှင့် မြန်မာနိုင်ငံဆန်စပါးအသင်းချုပ်တို့ ညှိနှိုင်းပြီးဖြစ်ကာ အခြားအာဆီယံနိုင်ငံများနှင့် အိမ်နီးချင်းနိုင်ငံများသို့ပါ G to G အစိုးရအချင်းချင်း ချိတ်ဆက်ရောင်းချနိုင်ရန် စီစဉ်လျက်ရှိကြောင်း မြန်မာနိုင်ငံဆန်စပါးအသင်းချုပ်မှ သိရသည်။
အဆိုပါ ဆန်တန်ချိန် တစ်သိန်းခွဲကို ပင်လယ်ရေကြောင်းမှ တန်ချိန် တစ်သိန်းနှင့် နယ်စပ်လမ်းကြောင်းမှ တန်ချိန် ငါးသောင်းတင်ပို့သွားမည်ဖြစ်ပြီး တင်ပို့မည်ဆန်အမျိုးအစားများမှာ ဆန် ၊ဆန်ကွဲနှင့် ကောက်ညှင်းဆန်တို့ဖြစ်သည်။
ယင်းဆန်များကို ပင်လယ်ရေကြောင်းမှ ကုမ္ပဏီ ၁၁၂ ခုနှင့် နယ်စပ်လမ်းကြောင်းမှ ကုမ္ပဏီ ၂၀၀ ခန့်ကို တင်ပို့ခွင့်ပြုထားကြောင်း သိရသည်။
ထိုသို့ ပြည်ပသို့ မေလမှစတင်၍ ဆန်တင်ပို့ခြင်းခွင့်ပြုမည်ဖြစ်ပြီး ယခု ၂၀၁၉-၂၀ ဘဏ္ဍာနှစ်တွင် ပြည်ပနိုင်ငံများသို့ ဆန်တန်ချိန် နှစ်သန်းတင်ပို့နိုင်မည်ဟု ခန့်မှန်းထားကြောင်း မြန်မာနိုင်ငံဆန်စပါး အသင်းချုပ်မှ သိရသည်။
Myanmar Rice Federation, Rice Wholesales Market (Muse), and Rice Merchants Association jointly issued an announcement urging all the stakeholders to fully comply with China’s Regulations on the Management of Pesticides.
The announcement highlighted the need to follow the bilateral contracts with China and procedures in exporting rice to China.
As of now, Myanmar has sent information of 43 companies that will export rice to China, and eleven companies that have been approved by China in 2014 will be allowed to export rice to China.
The above mentioned 43 companies have proposed 33 warehouses in Yangon Region, 26 warehouses in Ayeyarwaddy Region, 12 warehouses in Bago Region, three in Mandalay Region and Naypyidaw Region, and each in Sagaing Region and Magway Region, to be used in storing rice to export China. However, they will first need to be approved by China before storing rice to export.
The eleven companies will be issued Phytosanitary Certificate after China Certification & Inspection Group (CCIC) has conducted an inspection on wholegrain rice and broken rice in the Muse trade zone.
Myanmar Rice Federation will negotiate with the Ministry of Commerce to export rice through the sea route if exporting rice through the border trade route is difficult in acquiring approval from Chinese authorities.
Myanmar will export 150,000 tons of rice in May as the country has ample rice supply and kept enough reserve in case of urgent rice demand, accord to the Myanmar Rice Federation.
The Ministry of Commerce and Myanmar Rice Federation have discussed the matter and are planning to export rice to neighboring countries under the government to the government purchasing system.
The country will export whole grain rice, broken rice, and sticky rice. 100,000 tons of rice will be exported through sea route by 112 companies and 50,000 tons via border trade route by 200 companies.
It will start exporting rice in May and expects to export 2 million in 2019-2020 fiscal year, according to Myanmar Rice Federation. The federation will consult with the government on the matter of exporting rice amid the Covid-19 outbreak and is planning to buy rice from farmers at a reasonable price as the farmers are now harvesting summer-grown rice.
The country consumes 70 percent of its rice production while 20 percent are exported and 10 percent is kept as a reserve.
