Myanmar to Introduce MSME Master Plan
The Ministry of Planning, Finance and Industry is set to introduce a masterplan for micro, small and medium enterprise development in February.
The MSME Master Plan 2020-2030 is jointly developed by the Ministry, local microfinance institutions, non-governmental financial institutions and Germany’s Friedrich Naumann Foundation (FNF) in accordance with the ASEAN Strategic Action Plan for SME Development (2016-2025) and ASEAN SME Policy Index 2018.
A draft of the masterplan was reviewed by relevant government agencies and MSME representatives in 2018 and a workshop was held on December 16.
The MSME Master Plan is aimed at boosting sustainable development and the competitiveness of local enterprises in preparation for entry into the ASEAN Economic Community and international markets. It focuses on seven main areas: Ensuring a positive economic environment; access to finance; collaboration between MSMEs and government; improving economic capability and skills; infrastructure; technology and innovation; and markets.
The government has provided local MSMEs with K30 billion in collateral loans and K7.393 billion in credit guarantee insurance (CGI) loans while Japan’s JICA has lent 20 billion yen; Myanma Economic Bank, K200 billion; and German Development Bank,15.3 million euros.
A total of 70,866 SMEs have registered with the small and medium enterprise development agency and most of them are located in Mandalay and Yangon.

MSME Master Plan ဆွေေးနွးပွဲကို ရန်ကုန်မြို့ရှိ Meli ဟိုတယ်တွင် ဒီဇင်ဘာ ၁၆ ရက်တွင် ကျင်းပခဲ့ပြီး အဆိုပါ Master Plan မူကြမ်းကို ၂၀၁၈ ပထမနှစ်ဝက်တွင် အစိုးရအေဂျင်စီများနှင့် MSME ကိုယ်စားလှယ်များ ပြန်လည်သုံးသပ်ခဲ့သည်။ MSME ဖွံ့ဖြိုးတိုးတက်ခြင်းဆိုင်ရာ မဟာဗျူဟာလုပ်ငန်းစီမံချက် (၂၀၁၆-၂၀၂၅ ) နှင့် ASEAN MSME Policy Index 2018 တို့နှင့် အညီရေးဆွဲထားကြောင်း သိရသည်။
ထို့ပြင် MSME လုပ်ငန်းယှဉ်ပြိုင်နိုင်စွမ်းနှင့် ရေရှည်တည်တံသောတိုးတက်မှုကိုမြင့်တင်ရန် ၊ အာဆီယံစီးပွားရေးအသိုက်အဝန်းနှင့် အပြည်ပြည်ဆိုင်ရာဈေးကွက်များသို့ ဝင်ရောက်နိုင်စေရန် ရည်ရွယ်ရေးဆွဲခြင်းဖြစ်ကြောင်း အဆိုပါ ဌာနမှ သိရသည်။
ယင်းပြင် အဓိကကဏ္ဍ (၇) ခုဖြစ်သည့် သင့်တင်သည့်စီးပွားရေးဝန်းကျင်ဖြစ်ပေါ်ရန် ၊ ဘဏ္ဍာငွေရရှိမှု ၊ MSME နှင့် အစိုးရကြားပူးပေါင်းဆောင်ရွက်ခြင်း၊ စီးပွားရေးစွမ်းဆောင်ရည်နှင့် ကျွမ်းကျင်မှုများမြင့်တက်ရန် ၊အခြေခံအဆောက်အအုံ၊ နည်းပညာနှင့် တီထွင်ဆန်းသစ်မှု၊ နိုင်ငံတကာနှင့် ဈေးကွက်ရရှိမှုအပေါ်အခြေခံ၍ ရေးဆွဲထားခြင်းဖြစ်သည်။
အဆိုပါ MSME Master Plan အတိုင်းဆောင်ရွက်နိုင်ပါက MSME များအနေဖြင့် ယှဉ်ပြိုင်နိုင်စွမ်းမြင့်တက်လာပြီး နိုင်ငံတကာဈေးကွက်များတွင် နေရာပိုမိုရာရှိလာနိုင်မည်ဖြစ်သည်။ မြန်မာနိုင်ငံရှိ အသေးစား၊ အလတ်စား စီးပွားရေးလုပ်ငန်းများကို နိုင်ငံတော်အစိုးရမှ ချေးငွေ ကျပ် ၃၀ ဘီလီယံ ၊ အပေါင်မဲ့ အာမခံစနစ် CGI ဖြင့် ကျပ် ၇ ဒသမ ၃၉၃ ဘီလီယံ ၊ JICA မှ ဂျပန်ယန်း ဘီလီယံ ၂၀ ၊ မြန်မာစီးပွား ရေးဘဏ်မှ ကျပ် ၂၀၀ ဘီလီယံ နှင့် ဂျာမန်ဖွံ့ဖြိုးရေးဘဏ်မှ ယူရို ၁၅ ဒသမ ၃ သန်း ထုတ်ချေးထားကြောင်း သိရသည်။
