Part 1 of the Yangon Elevated Expressway project is estimated to cost $800 million, according to U Han Zaw, Union Minister of the Ministry of Construction, at the meeting by Steering Committee on Implementation of Yangon Elevated Expressway and Outer Ring Road. The meeting was held to discuss the project, the process for announcing Preferred Bidder, and the implementation of the project.
“We, in collaboration with Yangon Region Government, are working on the implementation of part one of the 27.5 km long Yangon Elevated Express Way under Private Public Partnership aiming to mitigate traffic congestion. The project requiring huge investment is estimated to cost $800 million,” U Han Zaw said.
International Finance Corporation (IFC) under the World Bank Group is serving as a consultant for the project and the government invited a Request for Proposal in May 2018 and received proposals from 55 companies.
Then, the government invited Request For Qualification in November 2018 and announced the 10 qualifiers out of 12 applicants in December 2018.
The 27.5-km Yangon Elevated Expressway, one of the government’s priority projects, is aimed at mitigating traffic congestions in Yangon while improving public transportation and drawing foreign investment into the infrastructure sector.
The 19-km first phase starts at Dawbon Bridge and runs through East Pazundaung Road, Thanthuma Road, Waizayantar Road, and Thanthuma Road, ending at No. 3 Main Road (Khayaban Juncture). The second phase runs for 5.5 km from the Main Road to Danyingon Juncture and for another 2.5 km from Radio Station Road to Yangon International Airport.
The Ministry of Construction hopes to issue a Request for Expression of Interest (REOI) for Phase 2 this year.

ရန်ကုန်မိုးပျံ အမြန်လမ်းစီမံကိန်း၊ Preferred Bidderကြေညာနိုင်ရေးနှင့်ဆက်လက်ဆောင် ရွက်ရမည့် လုပ်ငန်းစဉ်များအတွက် ရန်ကုန်မိုးပျံ အမြန်လမ်းနှင့် ရန်ကုန်မြို့တော် အပြင်ပတ်လမ်း စီမံကိန်း ဦးဆောင်ကော်မတီ၏ စတုတ္ထအကြိမ် အစည်းအဝေးကိုနေပြည်တော်ရှိဆောက်လုပ်ရေးဝန်ကြီးဌာန အစည်းအဝေးခန်းမ၌ နိုဝင်ဘာ လ ၁၈ရက်နေ့က ကျင်းပခဲ့သည်။
“ရန်ကုန်မြို့မှာ ယာဉ်ကြောကြပ်တည်းမှုဖြေလျော့ စေရန်နှင့် အခြေခံအဆောက်အအုံကဏ္ဍ ဖွံ့ဖြိုး တိုးတက်ရေးအတွက် (၂၇ ဒသမ ၅) ကီလိုမီတာ အရှည်ရှိ ရန်ကုန်မိုးပျံ အမြန်လမ်းအပိုင်း(၁)ကို ရန်ကုန်တိုင်းဒေသကြီး အစိုးရအဖွဲ့နှင့် ပူးပေါင်း ပြီး PPP စီမံကိန်းအဖြစ် အကောင်အထည်ဖော် ဆောင်ရွက်လျက်ရှိပါတယ်။ ရန်ကုန်မိုးပျံအမြန် လမ်း စီမံကိန်းသည် ရင်းနှီးမြှုပ်နှံမှုကြီးမားသည့် စီမံကိန်းတစ်ခုဖြစ်ပြီး စီမံကိန်းအပိုင်း(၁) အတွက် အမေရိကန်ဒေါ်လာ သန်း(၈၀၀)ခန့် ကုန်ကျ မယ်လို့ ခန့်မှန်းထားပါတယ်”ဟု ဦးဟန်ဇော်က ပြောသည်။
ရန်ကုန်မိုးပျံ အမြန်လမ်းစီမံကိန်း၏ စီမံကိန်း အကြံပေးအဖြစ် ကမ္ဘာ့ဘဏ်၏ အဖွဲ့ဝင်ဖြစ် သော International Finance Corporation (IFC) က ဆောင်ရွက်လျက်ရှိပြီး တင်ဒါလုပ်ငန်း စဉ် (Bidding Process) များအနေဖြင့် စီမံကိန်း စိတ်ဝင်စားမှု အဆိုပြုလွှာကို ၂၀၁၈ ခုနှစ် မေလတွင် ခေါ်ယူခဲ့ရာ ကုမ္ပဏီ(၅၅) ခုမှ အဆိုပြုလွှာ တင်သွင်းခဲ့သည်။
စီမံကိန်းအရည်အချင်းစစ် အဆိုပြုလွှာကို ၂၀၁၈ ခုနှစ် နိုဝင်ဘာလတွင် ခေါ်ယူခဲ့ရာ Consortium နှင့်ကုမ္ပဏီအဖွဲ့ (၁၂)ဖွဲ့ လျှောက်ထားလာပြီး အကြိုအရည် အချင်းစစ် အောင်မြင်သည့် ကုမ္ပဏီ (၁၀)ဖွဲ့ကို ၂၀၁၈ ခုနှစ် ဒီဇင်ဘာလတွင် ထုတ်ပြန်ခဲ့ကြောင်း သိရသည်။
အဆိုပါ စီမံကိန်းကို ဆောက်လုပ်ရေး ဝန်ကြီး ဌာနနှင့် ရန်ကုန်တိုင်းဒေသကြီး အစိုးရအဖွဲ့တို့ ပူးပေါင်း၍ အကောင်အထည်ဖော် ဆောင်ရွက် နေခြင်းဖြစ်ပြီး အဆိုပါ စီမံကိန်းကို Public Private Partnership (PPP) ဖြင့် အကောင် အထည်ဖော် ဆောင်ရွက်သွားမည်ဟု သိရသည်။
Phase – 1 အဖြစ် အရှေ့ဘက်ခြမ်း လေးလမ်း သွား လမ်းမကြီး ၁၉ ကီလိုမီတာ၊ အရှေ့နှင့် အနောက် ချိတ်ဆက်ထားသော လေးလမ်းသွား ၆ ကီလိုမီတာ၊ ရန်ကုန်အပြည်ပြည်ဆိုင်ရာ လေဆိပ် ဆက်သွယ်ထားသော နှစ်လမ်းသွား ၂ ဒသမ ၅ ကီလိုမီတာ စုစုပေါင်း ၂၇ ဒသမ ၅ ကီလိုမီတာအရှည်ရှိကြောင်း သိရသည်။
